ORGANIZATION
MEETING
The board of city, exempted village and local districts shall meet and
organize on or before the 15th day of January by electing one of its
members as president and one as vice president. Both shall serve for
one year. The treasurer shall canvass the members no later than
December 31 to establish the date of the organization meeting.
The governing board of an ESC must hold its organization meeting on
any date during the month of January.

OPIOID ABUSE
PREVENTION
Each school district must include instruction in prescription opioid abuse
prevention in its health curriculum. The instruction must emphasize the
prescription drug epidemic and the connection between prescription
opioid abuse and addiction to other drugs.
Districts can access recommendations for this opioid abuse prevention
instruction on the web site of the department of education, which was
required to post them by July 1, 2015.

PARENTAL
INFORMATION
Each board of education shall adopt a policy on parental involvement of
parents and foster caregivers; the policy, designed to build effective
communication with teachers and administrators of the school of
attendance, must include information on: the importance of parent and
foster caregiver involvement; how and when to assist and support
children in classroom learning activities; and techniques, strategies, and
skills to improve academic skills and support academic efforts.
The state board of education is required to adopt recommendations for
the development of this policy and must consult with the national center
for parents prior to adopting these recommendations.

PAYMENT IN LIEU OF
TAXES
Any legislative authority that enters into a tax increment financing (TIF)
hold harmless or payment in lieu of taxes (PILOT) agreement to
compensate a school district for foregone tax revenue must equally
compensate the appropriate joint vocational school district.
The same is true for the owner of property that enters into TIF
agreements or a PILOT.
The required notice to the JVSD is now 45 days before adopting the TIF
resolution if the school district received a 45-day notice.

PAYMENT TO

A treasurer may pay a teacher for services rendered during the first two
months of initial employment provided such teacher has filed with the
State Board an application for licensure.
Likewise, a treasurer shall withhold payment to a teacher if notified by
the state board of education or the district superintendent that the
teacher has failed to file required reports. Payment will be held until the
treasurer has been notified that the reports in question have been filed.
