This interesting exercise in public relations ex
plains its purpose
in
its sub-title "What your
solicitor is up to—a few rays of light on the
mystery". It explains in an entertaining manner
each stage of the normal conveyancing transaction
and pinpoints the pitfalls that exist at each stage.
It explains those causes of delay which may arise
despite the solicitor's best efforts. The client
is
told the part he is expected to play in the trans
action and answers all the usual questions from
"Why can't I get into possession now?" to "Can I
take the kitchen sink with me?" The more impor
tant messages are driven home with the aid of
Mrs. Wright's amusing cartoons.
At a time when the profession has been criticised
for excessive charges on conveyancing this pam
phlet goes a long way towards showing just how
much work is involved. One or two copies in your
waitingroom would make pleasant and informa
tive reading, and should save you a lot of explana
tions. Have
some
spare copies available,
for
even those clients who are not men of property
will enjoy reading this and may well take a copy

Report of the Committee on the Enforcement of
Judgment Debts
(Cmnd. 3909). Published by

The committee recommend the abolition of im
prisonment to enforce payment of civil debts,
though not unanimously, and recommends new
procedures for their enforcement.
The most interesting proposal, however, was
for the establishment of Enforcement Offices at
all County Courts the duty of which would be
the enforcing of orders for money payments made
by the Courts. Attachment of earnings as a means
of enforcing maintenance orders was introduced
in England in 1958 and it was suggested by the
committee that this should be extended to all civil
debts. Once a creditor has applied to enforce a
judgment debt it is envisaged that the enforce
ment office would make a general enforcement
order which would oblige a debtor to answer the
office's inquiries as to his means and notify changes
of address or employment. A deduction along the
same lines as P.A.Y.E. would then be made from
his salary.
Another proposal
is
that the debtor's assets
should be fairly distributed among all his creditors.
Thus all money recovered during the enforcement
would be paid
to
the enforcement office and
creditors who received money directly from the
debtor would have to pay this money to the office
to enable equal distribution.
The report contains many other interesting sug
gestions and proposals and some interesting statis
tics on debtors.

Registry within 28 days from the publication of this
