Dear Friends, As we turn the page to 2026, I want to extend my sincerest well wishes to your entire community—and to share an update on some of my recent work in Washington. My team and I remain wholeheartedly committed to serving the people of Maine’s First District with integrity, responsiveness, compassion, and an unwavering belief in the potential of our great state. Over the past year, I have proudly sponsored and cosponsored several bills focused on improving the lives and livelihoods of my constituents. I worked to strengthen Maine’s fishing and coastal communities through legislation that supports sustainable harvests, helps fishing families adapt to changing ocean conditions, and provides credit access to small businesses tied to the industry. I am leading efforts to protect our communities from PFAS contamination through proposals that fund testing, compensate affected farmers, and support remediation research. I continue to support lowering prescription-drug costs for seniors and protecting access to health care for Maine families—including by defending programs that provide coverage and financial relief. This year has not been without its challenges. From fighting to protect food assistance to pushing back on the Administration’s efforts to roll back climate action, my Democratic colleagues and I have been going to bat for our constituents every day. It has been an honor towork on your behalf to make our state an even better place to live, work and conduct business. I am grateful you have put your trust in me, and I will continue to work tirelessly on behalf of the people of western Maine. The First Regular Session of the 132nd Maine State Legislature began on December 4, 2024 and ended in March; the First Special Session of the 132nd Maine Legislature adjourned in July. With 415 bills carried over to the next session—including more than 200 still pending in committees—lawmakers have a significant workload ahead when we return for the Second Regular Session, which begins January 8, 2025. I'm pleased to report the Legislature passed several critical bills aimed at expanding access to medical care, including measures to improve prescription access in Maine’s most rural communities. We also secured key wins to protect our vital forest and logging industries, strengthen Maine’s hospitality sector, and create new economic opportunities in agriculture by supporting food processing and manufacturing incentives. As I return for the final year of my third consecutive term in the Senate, I intend to continue focusing on advancing commonsense policies aimed at protecting Maine’s natural resources, lowering the costs of goods and services, increasing our housing stock and access to mental health and substance use treatment, and assisting our small businesses. I am eager to discuss the issues important to all of you. Many of you have reached out about the biggest concerns you face every day. It remains my honor to serve as your State Representative for House District 83 in the Second Regular Session of the Maine State Legislature. I take this responsibility seriously and look forward to working hard for the people I represent. The Legislature convened on January 7, 2026, and is preparing to consider a wide range of proposals in the months ahead. Lawmakers will address issues affecting our farming and agricultural economy, housing availability, workforce development, and support for working families, including Maine’s high property and income tax burden and rising energy costs. These decisions have a direct impact on our region, and your input is essential. Hearing from the people of District 83 helps guide my work and ensures your voice is represented at the State House. I encourage you to stay informed and get involved with what is going on in Augusta. When citizens speak up and stay engaged, it helps create change. I believe this growing involvement can lead to a Legislature that focuses more on the needs of everyday Mainers. I will continue serving on the Joint Standing Committee on Health Coverage, Insurance and Financial Services, where I help work on banking and financial institutions along with health insurance, health care reform and compliance; issues important to our district and state. Selectboard
For the Town of Harrison and the Selectboard, 2025 has been a year of meaningful transition, renewed collaboration, and, we believe, steady progress as we continue strengthening the Town’s governance procedures, community engagement, and financial stewardship responsibilities.
Governance
Over the past year, Harrison has seen important changes within our municipal leadership team. From February through August, Brad Plante served as interim Town Manager, successfully managing last year’s annual budget process and coordination of the annual Town Meeting. In June, several community residents joined the Selectboard for the first time, and, in September, John Bellino was hired as Town Manager. These transitions have, together, brought fresh energy, some new perspectives, and a shared commitment to improving how we plan, communicate, and deliver services to the Town. The Selectboard has reconfirmed a list of core principles displayed at every board meeting, which provide a framework for board decision-making and set the tone for respectful discourse on municipal issues at every Selectboard meeting and throughout the organization. The Selectboard and the Town Manager have also been working on updating a number of municipal policies to improve consistency and legal compliance in all municipal conduct and activities. A major area of progress has been our work to expand community involvement through committees and volunteer opportunities. In the past year, committees have helped bring more residents and taxpayers into the decision-making process, providing valuable insight on local fee structures, the annual budget development process, future town educational options, and in developing the long term vision for the future of Harrison in the areas of land use and development. Our new Town Manager also has a monthly informal opportunity to meet residents and hear directly about immediate concerns as well as provide information on ongoing municipal matters. So, stop in at one of these and meet John if you haven’t already. This increased engagement has strengthened Harrison’s ability to make informed, community centered decisions and has reinforced the importance of shared responsibility in shaping Harrison’s future. Participation in activities and decisions about what services the Town should provide, both now and in the future, can be both personally rewarding and contributing to the overall well-being of the town. Financial Management Annual audit reports are up-to-date for past years and quarterly municipal financial reports provide information on the current year’s spending status. All of these can be found on the Town website. We continue to work at balancing rising costs with the need to maintain essential services while also investing in critical infrastructure. Community Engagement

utilizing grant opportunities and maintaining a stable property tax rate while protecting the Town’s long-term financial health. We’ll start to realize some of the results of this infrastructure planning in the next few years in State reimbursements for major stream-crossing culverts and stormwater drainage. These plans are available on the Town website, will be further refined in 2026, and will be incorporated into the Comprehensive Plan as it takes shape over the next year. While there will always be challenges when identified needs outweigh resources available, the Selectboard is proud of the progress made this year and remains committed to building on this momentum. The Selectboard extends its sincere appreciation to the residents, volunteers, committee members, and the municipal staff whose contributions all help to make Harrison a safe, vibrant, and welcoming community. To the residents of Harrison: It is my pleasure to present the 2025 Town Manager’s Report. This year brought significant transition in the Town’s administration. Following the departure of Cass Newell early in the year, Brad Plante served as Interim Town Manager and made meaningful, positive contributions during his seven months of service. I was appointed in September, and in a short time I have been impressed by the level of service Harrison provides for a community of this size—from our parks, beaches, and sports complex to village infrastructure and road maintenance that is second to none. Having served as a town manager in other municipalities, I can say our Public Works and grounds operations deliver strong value and are often more cost-effective than outsourcing. Town Hall staff are also cross trained across multiple functions, which improves responsiveness and efficiency. Looking ahead, one area that warrants further evaluation is public safety as Harrison continues to grow. With dwindling fire and EMS resources and rising costs for law enforcement coverage, I hope we will explore options and identify sustainable solutions in the coming year. While many municipalities are experiencing turnover and vacancies, we are fortunate to have all positions filled—a reflection of Harrison’s strong workplace culture. In the short time I have been here in 2025, we have already begun work that will shape Harrison’s next chapter. Priorities underway include preparing for a comprehensive planning process, initiating the early stages of a five-year Capital Improvement Plan, advancing planning for two major stream-crossing projects for which the Town secured grant funding, and revisiting a downtown revitalization plan. Together, these efforts will position Harrison well over the next two years by strengthening our foundation for economic vitality, infrastructure investment, and overall quality of life for residents and visitors.
Some notable accomplishments by the Town in 2025 include:

We closed out 2025 by launching the FY 2026–2027 budget process and appointing a new Budget Committee. I would like to thank our Town staff, boards, committees, and volunteers for their dedication and service to the community. I look forward to the challenges and opportunities ahead as we move into 2026.

Year in Review & Outlook Public Services
Residents of Harrison,
My name is Jack Bueler II. I have been with the Town of Harrison since 2022, beginning as a Driver/Operator for Public Works and progressing to my current role as Public Services Director and Road Commissioner. In this position, I oversee both the Public Works Department and Fleet Maintenance Division. The Public Works Department consists of Kevin Ryan, Seth Locke, and I. Throughout this fiscal year, our team has worked diligently to make a positive impact on the Town by maintaining ditches and shoulders, repairing and replacing culverts, maintaining dirt roads, installing and maintaining road signage, and performing snow and ice removal during the winter months. It has been a very busy year for a small crew, and I am proud of the team’s continued commitment to keeping Harrison safe and well-maintained year-round. This fiscal year, we established a Fleet Maintenance Division within the Public Works Department, with Andrew Pattle serving as our Fleet Mechanic. Andrew plays a critical role in ensuring our fleet remains reliable and operates at peak performance. We also implemented road analysis software, Vialytics, which allows us to assess road conditions and provide objective, data-driven information to both the Select Board and the community. Additionally, we have expanded our data collection efforts, including tracking salt usage, mileage, and other key metrics during winter operations. (See below for seasonal totals and winter event data.) Looking ahead to the upcoming fiscal year, our goal is to continue making steady progress in roadway maintenance, including ditching, culvert work, roadside mowing, brush and tree clearing, and paving projects. We will also continue developing a strong Capital Improvement Plan to better anticipate and plan for future equipment and infrastructure needs. Our focus remains on maintaining a versatile fleet capable of performing multiple functions, allowing our crew to operate efficiently, safely, and at a high level of service. We would like to thank the residents of Harrison for the many kind words and thoughtful gestures we have received throughout the year. Your support is greatly appreciated. I would also like to personally thank Andy Pattle, Kevin Ryan and Seth Locke, our full-time crew members, for their continued hard work, reliability, and dedication throughout this fiscal year. Their day-to-day efforts are essential to maintaining our roads, infrastructure, and overall operations, and their commitment does not go unnoticed.

The staff is always willing and able to assist you with the process of obtaining a permit if necessary. We strive to work together for the good of the community and the environment. Please remember to pick up and pay for any permits before beginning any new projects. Harrison is a Maine Uniform Building and Energy Code community which requires several inspections during the construction of a new home. There are no costs associated with these inspections. Street naming and numbering is for your safety and to assist emergency personnel in the event there is an actual emergency on your property. For road naming and numbering to be effective, and for Enhanced 911 to work, all owners of structures need to display and maintain house numbers. Please make sure your house number is visible from the road. Seconds count in an emergency. Help us help our first responders by making sure your house number is CLEARLY visible.

Harbormaster
My name is Michael Vane, and I am happy to serve the community of Harrison as your Harbormaster. This past summer marked my first season in this role, and I would like to thank residents, visitors, and the local boating community for their cooperation and support throughout the season. Looking ahead, my goal is to continue improving efficiency and safety on our waterways. One area of focus will be streamlining the mooring application and numbering process while ensuring that our waterways remain safe and accessible for all boaters. Mooring applications will be available on the Town of Harrison’s website (www.harrisonmaine.org) as well as at the Town Office for those who prefer a physical copy. Completed applications may be dropped off at the Clerk’s Office or emailed directly to the Harbormaster. Please note that the Harbormaster position is seasonal. I am generally available to answer questions or address concerns from May to early October. As we prepare for the upcoming 2026 boating season, I would like to highlight an important safety update. Effective January 1, 2026, children 12 years of age or younger must wear a United States Coast Guard–approved personal flotation device (PFD) while on any recreational watercraft that is underway. This change was initiated and passed by the Maine State Legislature, increasing the required age from 10 to 12 years of age to further improve youth safety on Maine’s waters. The updated requirement now aligns with federal law. We hope everyone enjoys a safe and fun boating season.

Recreation

Another amazing year of Recreation is in the books, complete with memories, growth, and lots of fun!
Our year started off with the Pre-Super Bowl Ice Skating Party! We have the best snacks, great music, and a community who really knows how to bring the fun! Then it was time for March Madness! Our biggest senior event! We had a scrumptious Thanksgiving style dinner and played 12 games of bingo! This is a great example of a village truly coming together. Events like these wouldn’t be possible without the help of some amazing volunteers! We ventured out to Cabbage Island for a delicious lobster dinner! We had beautiful weather, full bellies, and so many laughs. The fun didn’t stop there! With the help of Rich Jennings at the Transfer Station, we were able to host our Annual Easter Egg Hunt by donations alone. The crew collected enough candy to stuff 1,600 eggs. With the help from more volunteers, we hid the eggs in record time, but not as fast as the kids can find them! Our summer program was buzzing with new and returning counselors, 93 children, two lifeguards and no shortage of fun! We even had children from as far as Albany Township join the program this year! I am proud to say with the help of the Harrison Youth Boosters, The Lions Club, United Parish Congregational Church, Radio Detection, and anonymous donors we were able to grant 15 scholarships! Halloween was a blast, hosting two different events was a lot of work but, it was worth it! Our first event took place at the Bridgton Dive In. We had games, candy, music, movies, and lots of spooky costumes! We also raised funds to cover four scholarships for the 2026 Summer Program. Of course, we still had to host our Annual Crystal Lake Trunk or Treat. Simple, fun, and everything we love about trunk or treating! All in all, it was another successful year! From children to adults, recreation is for everyone and I am so thankful that I get to be a part of it!
