Since the 1940’s the Ugandan Government has promoted a policy of planting forests

on gazetted land to supply cheap softwoods for the country’s growing domestic

demand. Uganda’s overall population growth rate of 2.6% and urban growth rate

of 5.4% puts enormous pressure on these forests (Ministry of Finance, 2000). This

pressure is likely to worsen because 6% of forest on private land and 6.1% of forest
