Parking Supply Rates and In-Lieu Fee

The Downtown Specific Plan, adopted in 2009, includes required parking rates for new

development within the Commercial Business District (CBD) and the Downtown High-

Density Residential (D-R4) zones. Those rates are as follows:

2.8 spaces / 1,000 s.f.

4.0 spaces / 1,000 f.g.

1.0 space per unit ˂ 600 s.f.

1.5 spaces per unit ˃600, ˂ 1,350 s.f.

2.0 spaces per unit ˃ 1,350 s.f.

All the other zones within the Downtown are to follow the parking requirements within the

Zoning Ordinance in the Municipal Code.

To assist and encourage redevelopment within the Downtown, a resolution was passed on

June 5, 2013 to allow for a parking-in-lieu fee for all non-residential projects, and exempts

non-office commercial uses from all parking requirements (including the in-lieu-fee). This

standard is valid as long as the parking surplus remains within the scope of the Downtown

Specific Plan and/or parking demand does not exceed an 85% occupancy rate.
