RISK ANALYSIS AND ALLOCATION OF SAFETY FUNCTIONS

Layer of Protection Analysis (LOPA) was used as a technique to establish the initiating

events, and protection layers to establish if further risk reduction was required.

Note: The LOPA Document is currently at Issue D 08.07.2010. Issue D included an

Environmental Statement. It should be noted that this LOPA was not conducted against PSLG

guidelines, and was not updated in accordance with these guidelines, as the facility, at

present, does not have a gasoline facility.
