or allegiance, but birth and residence; following
Gallagher v.
Z/ynn—(1937) A.C. 870, the Act of
1947 was held to be a law which could not affect
external trade; there Lord Atkin declared "that
you were to look at the pith and substance of
legislation.
If
therefore, on
the view of
the
Statute as a whole, you find that the substance
of the legislation
is within the express powers,
then it is not invalidated if incidentally it affects
matters outside
the authorised
field. The true
character of the Milk Act (N.I.) 1934 was
to
protect
the health of
the
inhabitants of
the
province, and therefore, though it may incidentally
affect trade with Co. Donegal, it is not passed
in respect of trade".
There are too many interesting problems which
the learned author has raised. Suffice it to say
that this work will be the leading work on the
Government of Ireland Act 1920 and its legal
effects for a long time to come. Apart from the
customary Table of Cases and Table of Statutes,
the author has written a scholarly and lucid pre
face which should be required reading. The first
part of the work, consisting of 110 pages and
six chapters, deals with "United Kingdom Rela
tions" and
the second part consisting of 280
pages and fourteen chapters deals with "internal
matters"; the Irish point of view, when expressed
is well understood and
stated. The author's
penetrating and scholarly analysis has made this
an admirable production, well printed and pro
duced, which deserves an outstanding place on
the shelves of all Irish lawyers.

REGISTRATION OF TITLE ACT, 1964
Issue of New Land Certificates
Applications have been received from the registered
owners mentioned in the Schedule annexed hereto, for
the issue of Certificates of Title in substitution for the
original Certificates issued in respect of the lands speci
fied in the said Schedule, which original Certificates, it
is alleged, have been lost or inadvertently destroyed.
A new Certificate will be issued in each case, except
a case in respect of which notification
is
received
in
this Registry within 28 days from
the publication of
this notice, that the Certificate of Title is still in exis
tence, and in the custody of some person other than the
registered owner. Any such notification should state the
grounds on which such Certificate is being he'd.
