SUBSTANCE ABUSE

ICMA‑RC is concerned about the safety and well being of every associate. ICMA‑RC recognizes that alcohol

and drug abuse create potential health, safety and security problems and is committed to maintaining a work

environment free from substance abuse.

The unlawful manufacture, distribution, or use of a controlled substance on ICMA‑RC premises is strictly prohibited.

Being under the influence of alcohol, drugs, or any controlled substance while working at ICMA‑RC, during

client meetings, or while on client premises is strictly prohibited.

The consumption of alcohol on ICMA‑RC premises or at off-site corporate-sponsored events is permitted

only when authorized for special events. Otherwise, associates may not consume alcohol, or have open

containers of alcoholic beverages in their possession, in the ICMA‑RC workplace, during client meetings, or

while on client premises.

Substance Abuse Education

ICMA‑RC supports drug awareness and substance abuse education. Drug awareness and substance abuse

information will be provided periodically to managers and supervisors and is available through ICMA‑RC’s

Employee Assistance Program (EAP).

Prescribed Medication

If an associate is impaired or becomes impaired as a result of prescription medication, the immediate

supervisor and Human Resources should be notified as soon as possible.

Reporting Abuse

For the welfare and protection of everyone, if you become aware of substance abuse on ICMA‑RC premises,

at work whether on or off ICMA‑RC premises, or during any function sponsored by ICMA‑RC, you should

contact your immediate supervisor or Human Resources. The information will be treated with the maximum

confidentiality possible.

Substance Abuse Testing

You may be required to take a test for being under the influence of alcohol or controlled substance if

reasonable cause exists, such as:

Use or possession of a controlled substance in the workplace

Use of a controlled substance affecting your performance in the workplace

P

Behavior or performance suggesting that you are under the influence of alcohol or a controlled substance,

including misuse of prescription medication

Once identified, you will be tested immediately and will be accompanied to the test site by someone from

Human Resources or a designee. All tests requested by ICMA‑RC under this policy will be at ICMA‑RC’s

expense and treated in a confidential manner.
