Prior to a transfer taking place, Local Fuel receive details of the ship, parcel size and

timings. A third party surveyor then dips the receipt tanks to check the ullages are suitable

for the quantity. The third party surveyor is given a process order detailing the receipt

tanks and in which order they will be selected. The ATG readings are compared with the

dip values to confirm that they are in working order and within calibration tolerance.

Under all operating conditions, the quantity of gasoline available on the ship is less than

the ullage available at the terminal. No export operations are carried out when a tank is

importing gasoline.

Local Fuel are operating a rigid policy that the imported Gasoline (1000 MT ) will always

be assigned to a tank with ample ullage space: this to avoid an over fill potential. The

gasoline stock level is tracked daily as a book stock confirmed by regular physical dips.

Ship compartments are not split.

Level readings are monitored and logged hourly during transfer. When the level is

expected to reach the normal fill level, during the predicted last half hour, level readings

are constantly monitored by the terminal operator in the control room. Also, a responsible

person will physically watch the last half an hour of receipt of product into a tank. The

responsible person will be in contact with the control room by radio, the shift controller

will be in the control room looking at the tank gauge monitor.

A responsible person on the ship, the Local Fuel jetty operator, the third party surveyor and

the terminal operator will be in constant radio contact, on a dedicated channel, when

import operations are taking place.

The percentage figures above are based on tank heights of 11m
