INTRODUCTION
The Process Hazard and Risk Assessment (PHRA) for Gasoline Import to the storage
facility at Shoreham identified that a Layer of Protection Analysis (LOPA) study should be
carried out for protection of Tank overfill. The method of analysis has been detailed below
to introduce this method of review.
The conclusions from this LOPA study are summarised in section 2.2.
The intention of this report is to review the Gasoline Import, from a ship, to the storage
facility. No tank to tank transfers take place. The Jetty (MLA’s) and Tanker Loading bays
have not been included in this assessment.
The site is a petroleum spirits and distillates storage facility located in an industrial and
residential area along Wellington Road with a harbour to the south and east of the site. To
the north are residential, commercial and industrial properties and to the west of the site is
derelict land. The site is confined on the North side by a high cliff in excess of 15m.
The new owners of the terminal, Local Fuel plc, have employed a number of personnel
who have significant operating experience under the previous owners of the terminal.
This LOPA is based on the previous LOPA already issued to the HSE under the previous
owners of the terminal (Valero Energy Ltd.) Reference SI087007_RPT.
This LOPA has reviewed the changes in activities and operational requirements of the
terminal since Local Fuel plc took over ownership from Valero. This LOPA utilises data
and information from the original LOPA, especially data such as local population and
weather data. The original LOPA deemed a SIL 2 Overfill Protection System was required.
To assist in comparing the original LOPA to this revised LOPA a comparison table is
included in Section 5.6.
Gasoline is stored in two tanks (Tank1 and Tank 3). The remaining tanks are used to store
Marine Gas Oil, Kerosene, Diesel and Gas Oil.
The introduction of Marine Gas Oil storage at the terminal was assessed and ABB assisted
with a MOC report. In producing this, ABB examined the associated risks from changing
from Super Unleaded to MGO in tank 2 and it concluded that a DSEAR risk assessment or
HAZOP was unnecessary. Therefore, the perceived residual risk calculated within the
LOPA remains unchanged from the previous revision, with the LOPA updated for changes
in tank duty only.
