Competency

Les Salvidge is a Chartered Engineer and a Corporate Member of both the Energy Institute

and the Institute of Engineering Technology He is the Managing Director of Locals Fuel

and has extensive experience in the petroleum industry. He has been acting in an advisory

role on HSE at the Shoreham Oil Terminal due to his experience in Health and Safety

management.

Dave Winser has received extensive training from Texaco, Simons Storage and Valero and

as a result is very familiar with all daily operational procedures. He was previously

employed for over 15 years by the previous owners of the Shoreham oil terminal.

Dave Ransome – Senior Consultant

Dave Regan – SIS Designer and LOPA Team Leader

The competency of the personnel above can be demonstrated from the P&I Design Ltd.

Quality System.

David Ransome is a Chartered Engineer and a Fellow of the Institute of Measurement and

Control with over 40 years’ experience in the Chemical and Process Industry.

David Regan is a Process Engineer with a degree in Chemical Engineering. He has

specialised in Process Instrumentation for over 25 years. He is also qualified as a Certified

Functional Safety Expert.

Prior to holding the LOPA review detailed above, Pre-LOPA assessment were carried out

by the terminal where the relevant operating procedures and conditions were examined and

provided to the review team.
