9 Region Hosts Officers
from Luxembourg
The Herts and Essex
Observer newspaper
reports that two
officers from
Luxembourg, Yann
Wagner and Shayan
Mehrafza, have spent a
week in Hertfordshire
as part of a project run
by 9 Region.
The trip
was arranged so that
these officers could
learn about policing in
the county.
IPA 9 Region Secretary, Mark
Bullen, who accompanied the
duo on their visit, said:
“We think
these visits are very valuable.
We’ve had officers over from
Russia, Latvia, Denmark and Italy
in the past and officers from
Hertfordshire have also gone
abroad to learn about different
styles of policing.”
Yann and Shayan spent their
time working at three different
stations doing shifts with
Intervention Units in Stevenage, Cheshunt and Bishops Stortford.
IPA Hertfordshire branch plan to send two officers for work experience in
Luxembourg later this year.

IPA member John Dwyer has been elected
as Cheshire's first Police & Crime
Commissioner.
His role is to hold the Chief
Constable to account on behalf of the
public. He sets the police budget and
council tax and determines the policing
objectives. John has been an IPA member
for over 40 years (since 1972). He was
Chairman of the Nottinghamshire Branch
from 1977-1985 and Regional Chairman for
the Midlands Region from 1986 - 1994.
John rose to the rank of Assistant Chief
Constable whilst serving as a police officer.
John said,
“The IPA was invaluable for me
during my career. I had the opportunity to
learn from the experiences of colleagues
abroad and I made a network of close
contacts across the world, some of whom
have remained firm family friends with
whom I am in regular contact. There is
common ground between police officers
across the world and we share the same
problems and issues. The key is learning
from each other to develop new
techniques for solving those problems.”
Police & Crime Commissioners were
introduced in England and Wales in
national elections in November 2012.
Whilst it is still early days, the new system
of police governance and accountability is
settling in. John said,
“This is a
challenging role, I am working 12 hour
days and my time is split between working
with the public, partners and the police. My
role is broad and takes me beyond policing
into the criminal justice world and into
commissioning services. I am thoroughly
enjoying it but am glad that I have the
experience and knowledge of policing
behind me.”
