City fees could be 'frozen' for a short period of time in exchange for
expedited development. This will provide certainty to the development community, especially
during a period of high economic growth where the cost of construction is continuously
increasing.
To add value to industrial lands and incite development the City can

Intensification (FAR) and Taller Buildings to Increase Value of Employment Lands (Action #6).
This means exploring the opportunity for bigger building (either vertically taller or horizontally
wider) to maximize industrial and office development.
