2016-2020 FINANCIAL PLAN
Initiated West Newton eco-industrial
district (“EcoNewton”) project and
secured BC Hydro funding to identify
City goals and objectives connected
with clean tech, waste, energy and
water conservation in the business
sectors. Initial stakeholder
engagement completed in
con junction with Economic
Development;
Enhanced and improved the Stage 1
Sustainable Development Checklist;
Supported capacity building for
planners to better implement the
Stage 1 Checklist, with a planners’
workshop held in 2015 to address
knowledge gaps around green
buildings; and
Continued to work with staff to further
sustainability procurement goals
(including through updates to the
Purchasing Manual), identify high
impact opportunity areas for the City
to pursue, and share success stories.
ENVIRONMENTAL
Supported the City’s Biodiversity
Conservation Strategy, which was
approved by Council;
Completed and received Council
approval of new Development Permit
Areas for protection of hazardous
conditions;
Replaced gas chlorine systems in
pools with new liquid chlorine
systems;
Monitored overall Community Climate
Action Strategy implementation and
reported progress to Council;
Analyzed the new Compact of Mayors’
climate commitment framework and
brought forward for Council approval;
Continued implementation of the
Community Climate Action Strategy,
including the Community Energy &
Emissions Plan and Climate
Adaptation Strategy. Specific projects
included:
Completing Buildings
Backgrounder and assessing
priority areas/opportunities with
other staff;
Supporting the “Empower Me”
pilot program partnership with
Fortis BC and VanCity, in
partnership with Engineering and
Surrey Fire Services;
Completing an update to Green
Buildings display and web
content;
Investigating the applicability of
building energy issues to Surrey
such as Building Code
compliance, home energy
labelling, and energy
benchmarking;
Completing the “Project Green
Suites” program in 15 pilot multi
-family buildings aimed at
behavioural change using an
ambassador approach;
Completing a multi-family
(MURB) rental outreach pilot
with BC Hydro; and
Finalizing climate adaptation
metrics.
