the probationary period. Probationary status indicates that an employee is in an initial period

of employment during which the employee may be terminated from City employment for any

lawful reason with no right of appeal.

5.0 ORGANIZATIONAL RULES

5.1 The probationary period for most benefit eligible employees is 6 months; for Police Officers

and Firefighters the probationary period is 12 months.

5.2 The probationary period is a benefit eligible employee’s initial period of employment during

which the employee may be terminated from City employment for any lawful reason with no right

of appeal.

5.3 The probationary period is a “trial period” during which the supervisor determines whether

the new employee is suitable for and is able to acceptably meet the City’s job performance and

behavioral expectations of the position into which the employee has been hired.

5.4 Supervisors may, or may not, choose to award probationary increases based on satisfactory

performance.

5.5 Only those employees hired at a salary below the Control Point are eligible for a probationary

increase.

5.6 An employee who receives a salary increase as a result of a promotion, reclassification, control

point change, or market adjustment during his probationary period will not be eligible for a

probationary salary increase.

5.7 There is no probationary period following a promotion.

5.8 As an at-will employee, there is no guarantee of salary increases. All increases are subject to

change at any time at the sole discretion of the City Council and/or City Manager, or as City

compensation polices, programs or practices are introduced, amended, or eliminated.

6.0 PROCEDURES

6.1 The amount of the Probationary Increase is established annually by the Human Resources

Department as part of the City’s salary administration program and will be included in the current

year Probationary Increase Guidelines.

6.2 Hiring Officials may designate whether a new employee is eligible or ineligible for a

probationary increase within the guidelines of this policy. This decision will be communicated in

the original new hire letter as part of the total compensation package offered to the new employee.

6.3 Completion of a written probationary performance review is required prior to the award of an

increase.
