No board member shall be eligible for employment as school physician,

school dentist, or school nurse.

No board member can vote in the making of a contract with a teacher,

when the board member is related to the teacher as father, mother,

brother, or sister.

PROPERTY TAXES

Appendix I p

rovides the most recent Ohio Department of Taxation report

on taxable values, taxes levied, average tax rates for current expenses,

and average property values per pupil for each of Ohio’s school districts.

PUPIL ACTIVITY

PERMIT

As a condition to receive an initial pupil activity permit to coach

interscholastic athletics, an individual must have successfully completed

a training program focused on brain trauma and brain injury

management.

Renewals of the permit are contingent upon the successful completion of

a similar program within the previous three years in recognizing the

symptoms of concussions and head injuries.

For non-licensed individuals, the pupil activity permit is valid for three

years. However, for those individuals holding a valid teaching license,

the permit is instead valid for the same number of years as the

individual’s educator license.

QUORUM AND

VOTING

A majority of the members constitutes a quorum. Roll call votes and the

affirmative vote of a majority of the members (and not just those present)

are required for certain resolutions, including the purchase or sale of real

or personal property, employment, election or appointment of officers,

payment of debt or claim, and textbook adoption.

In some instances, a two-thirds or majority vote of the membership is

mandated for passage of a resolution. A member may demand roll call

votes.

Board members must be present to vote.

RANKING,

EXPENDITURE

The department of education is required to calculate the percentage of

each district’s operating budget both for classroom instructional and for

non-instructional purposes and then rank the districts from highest to

lowest. The department will categorize all districts by ADM into at least

three but not more than five groups for the purpose of the tanking.

The department shall also report the 20% of all districts with the lowest

total operating expenditures per pupil and the 20% of all districts with the

highest performance index scores.

RANKINGS, DISTRICT

The department of education is required to rank order all school districts

according to the following measures:

1)Performance index score for each district and for each school

within the district;

2) Student performance growth from year to year;

3)Current per pupil operating expenditures;

4) Percentage of operating expenditures spent for classroom

instruction; and

5)Performance of, and opportunities provided to, gifted students.

However, the state board is prohibited from issuing these rankings for

the 2013-2014 and 2014-2015 report cards.
