ADVISORY
COUNCILS
Each city, exempted village and county school district shall form a
business advisory council. The council is to advise the board of
education on matters related to the delineation of employment skills, the
curriculum needed to instill those skills, changes in the economy and job
market, and the development of better working relationships among
business, labor and educational personnel.
Each board of education that is required to establish the council shall
determine the membership and organization of its council.

MANAGERS
A board of education may create the position of business manager, who
will report directly to the board. However, the superintendent appoints
the business manager (subject to confirmation by the board) if the
manager is responsible to the superintendent, as determined by the
board at the time of appointment to the position.
While the care and custody of all district property is among the duties
and authority of a business manager, that “care and custody” does not
apply to district moneys.

ACTING AS
If a board does not appoint a business manager, it may assign those
duties and powers to one or more employees or officers of the board,
including the treasurer and confer a title on those individuals recognizing
the assigned powers and duties. If a treasurer is assigned these powers
and duties, the prohibition against a business manager having
possession of district moneys does not prevent the treasurer from
exercising the duties of treasurer.
However, if assigned the duties of business manager, the treasurer will
not have the authority to make recommendations to appoint or
discharge non-educational employees as a business manager normally
could be granted (other than as specified in ORC 3313.31). Instead, the
superintendent will be responsible for these recommendations.

CALAMITY DAYS
A school is permitted under law effective until July 1, 2014, to excuse
students for up to five days a year for calamity days, which are regularly
scheduled hours a school is closed due to hazardous weather or
comparable circumstances. Beginning on July 1, 2014, excused
calamity days were eliminated, and another provision that permits a
school to count up to two hours a day if a school opens late or closes
early because of hazardous weather conditions was also removed.
Thus, if a school is required to cancel classes, open late, or close early
because of inclement weather, and the closure would cause the school
to fall below the state minimum hours for the year, it is the responsibility
of the school to make up those hours as it chooses.
Beginning on July 1, 2014, the provisions of law that had permitted a
school, under certain conditions, to operate on an alternative 910-hour
schedule upon the approval of the Department were eliminated.
Also, since calamity days will be eliminated on this date, the requirement
that schools adopt contingency plans to make up calamity days beyond
the five they are permitted under law effective until July 1, 2014 was also
repealed.
