Admissions Dip at For-Profit and Not-for-Profit Hospitals Alike
• Between 2010 and 2011, both not-for-profit (NFP)
and for-profit (FP) hospitals experienced a 1.2%
decline in total facility admissions. Government
facilities had virtually no change in this measure.
• Total facility patient-days also fell at NFP and FP
hospitals in 2011; FP hospitals trimmed patient-
days by 2.4% (to 24,599 from 25,213 the prior
year), while NFP facilities recorded a 1.3% drop.
• For all three conditions listed, hospitals in
New York and New Jersey recorded higher
30-day readmission rates in 2011 than their
counterparts in Connecticut or nationwide.
• For example, 26.5% of heart failure patients at
New Jersey hospitals were readmitted within
30 days, compared with 24.8% of such patients
in Connecticut and across the U.S. in 2011.

Key Takeaway
The Hospital Readmission Reduction Program—a provision of the Affordable Care Act that became
effective in October 2012—reduced Medicare reimbursement for 2,217 U.S. hospitals for fiscal year
2013. A total of 307 hospitals—38 of which were in New York and 26 in New Jersey—received the
maximum penalty of a 1% reduction in their base operating diagnosis related group (DRG) payment.

This penalty, which will expand in subsequent years to 3%, affects Medicare reimbursement rates for
all discharges, and should continue to make readmission reduction a high priority for many hospitals.
