Chebeague Island Council Calendar

#7 | July 2016

July 2016 • Issue #7 • Chebeague Island Council Calendar

On the Cover The Fire Department was started very informally in the 1930s with the first fire truck, a Model T Ford, which was kept in the single-bay “fire house” between the Island Hall and the Market. After the men returned from World War II, the department became more organized, appointing Albert Bennet as the first Fire Captain on Chebeague. There was no Island Chief at the time as the department was part of the Cumberland Fire Department. The Chebeague Station was eventually relocated to a double-bay building on the Firehouse Road. In 1966, the Fire Department took over the operation of the ambulance—a vehicle Hay and Peabody Funeral Home had donated to transport caskets—from the Island Council. In 1983, Cumberland approved a plan to build a three-bay fire station with housing for a police officer on Chebeague on North Road. The Fire Department moved to the new station in 1985. In 2007, Chebeague Island became the newest town in Maine, Tom Calder became our first Fire Chief, and Polly Wentworth our first Rescue Chief. In 2008, the Fire and Rescue Departments were combined under a single chief and the town appointed Ralph Munroe, who is still the Chief today. In 1975 there were 18 fires and 16 rescue calls; in 2015 there were 115 fire and rescue calls. There have been many changes to the department from the use of the old red phone network to receive calls to the use of the current radio system and from that Model T Ford to the 2016 E One Class A pumper that arrived in June 2016. About the Calendar The Calendar is published monthly by the Chebeague Island Council. Notes from the Chebeague Island Council

Happy 4 th of July!

Wednesday afternoons instead of mornings. Summer is a busy time for doctors too. I know the community appreciates his willingness to make getting to Chebeague every week a priority. Dr. O’Donnell and his secretary, Kristin Cloutier, will be here most Wednesday afternoons from 1:00 p.m. to 4:30 p.m., with occasional morning hours when his schedule demands that he be on the mainland. Look for updates on Bev’s blog, signs on the boat, and watch for “The Doctor Is In” sign out front. Summer is also a busy time for Chedemption. Each nonprofit’s volunteers take a turn packing up the bottles and cans and making sure they get sent off Island to be returned. The money raised is divided equally among these nonprofits. Please don’t feel you have to be part of a nonprofit organization to help out. It is easy! Call any of the nonprofits and let them know you would like to help. Every little bit helps. That is how Chebeague makes good things happen. There is so much planned for the 4 th of July weekend! Check out all the great things to do, play, see, and eat while we celebrate with our family and friends. Enjoy it all and stay safe.

See the 4 th of July Events page for a list of the day’s activities!!

The Council would like to thank our Island community, both near and far, for all their support! Our membership is up, and all those generous donations will help keep folks warm, well nourished, and healthy! Although we had a warmer than usual winter, this cold spring has unexpectedly extended the heating season. Hunger and illness know no season. Thank you. Don’t forget, the 2016 membership roster closes July 15 th so we can prepare for our Annual meeting in August. Convenient Care is happening! Dr. O’Donnell even comes over in his own boat. There are a couple of Wednesdays that he cannot make it, but he is sending his nurse practitioner, Angela Loveless, to fill in. As the folks who came last week discovered, she does everything Dr. O’Donnell does, so prescriptions were written, blood was drawn, calls were made, and convenient, affordable medical care was provided. It is great to have a doctor back on the Island.

Dr. O’Donnell’s July and August schedule will include some

The list is still growing, so check the Event Calendar at www.chebeague.org often for additions and changes! Also, check out the various artists on the Web. All are welcome to these shows. To help keep the music coming, there is a suggested donation at the door. Such donations, gratefully received on behalf of CICA’s Music Fund, help cover the costs of bringing performers to the island.

Martha Hamilton’s Treasure Box Arts and Crafts Swap We will be offering kits, components, and unfinished projects from all the arts, including quilting, rughooking, music, woodworking, knitting, crocheting, and we hope to use the proceeds to fund projects close to Martha’s heart. We are still looking for donations to add to the sale. Call Sam McLean (846-0510) or Lisa Tucker (847-7944) for more information and to have your donations picked up. streets will be formally invited. The streets will be evaluated for potential benefits, feasibility, financial impact, and legal considerations before determining appropriate options. Voters will have the final say in the disposition of each paper street through Town Meeting. Please watch for updates and hearing notices. Committee and Board Vacancies —We will be reviewing all committees and boards for vacancies and asking for volunteers. The Board of Adjustments and Appeals and Coastal Waters currently have vacancies. Applications are available in the office and on our website. Sunset Committee Update —A survey will soon be available to seek input on the future uses of the town property at Sunset Landing. We thank those who’ve attended the many meetings held to discuss this important topic. All meetings have been public, and all minutes and study results can be found at http://www. townofchebeagueisland.org/ or www.chebeague.org . Please complete the survey. Your input is vital! C emetery Superintendent and Maintenance—Ann Thaxter is doing a wonderful job spiffing up our cemetery! If you have questions about burials or funerals at the cemetery, please contact Ann at 846-3274 or ann3boys@chebeague.net. Be sure to coordinate all burials with Ann. Property Taxes Due —The second half of property taxes was due April 1, 2016. Interest on the amount due April 1 st began to accrue April 2, 2016. If you have questions about the amount due, please call the office. The tax lien process will begin soon. Thank you for your support, and remember to be kind to one another, Marjorie E. Stratton, Town Administrator.

Town Meeting and Elections —The budget passed as presented for a total of $3,118,657. This is a 5.9% increase

over the previous year. The largest increase was for capital improvements: $265,000 will

be used for chip sealing the nearly 5 miles of cold-mix paving done since 2012. The remaining $134,000 will be set aside for future capital projects and reserve funds. We also approved minor amendments to the Shellfish Conservation Ordinance and Planning Board Ordinance. The effort to repeal the Tax Acquired Property Policy Statement failed. Amendments to the Shoreland Zoning section of the Town’s Zoning Ordinance were approved.

Our Board of Selectmen will look a little different. Chris Loder did not run for re-election. Jay Corson was elected to take his seat. Bo Beaupre was re- elected for a three-year term. Suzanne Rugh was re- elected to the School Board for another three-year term. Stephen Todd was elected to take long-time member Carol White’s place, who did not run for re- election. EBB & THYME BAKERY & TAKEOUT AT THE SLOWBELL CAFÉ

New Island Businesses: Ebb & Thyme Bakery

Ebb & Thyme Bakery is the newest eatery on the island. Nestled within the Slow Bell Cafe, it is open Wednesday through Sunday from 8:00 a.m. to 2:30 p.m. There are sunny tables on the deck as well as seating inside, but there is no table service. Everything but the bread is made from scratch, which means that owner Christine Englund is in the kitchen by 5:30 a.m. roasting the meats for the day’s sandwiches, making the sauces, and whipping up the premade entrees and sweets. A trained pastry chef, Englund considers her signature dish to be her white chocolate raspberry tart, although customers would be hard pressed to choose among their own favorite desserts, such as flourless chocolate cake, lemon–thyme poppy seed cakes with a lemon drizzle, and dark chocolate mint brownies. Breakfast options include muffins and croissants every day, with heartier fare such as strata also available on weekends. Englund usually has a mouthwatering chowder or soup for lunch, and her sandwiches are definitely meant to be eaten with two hands—or maybe even two people. Try the pulled pork or BLT—or both. Later in the summer she hopes to offer marinated meats for you to cook at home. It’s almost like having a butcher shop on the island. The menu changes daily, and the bakery has no phone number, meaning that if you want to pick up lunch or something for later on, you must stop by. And once you do, you will probably want a flaky lemon pastry or enormous cookie for the long ride home.

Wellness Matters: Road Safety by Sam McLean

With summer comes an influx of cyclists, pedestrians, and drivers to the narrow island roads. While this Brigadoon-like reawakening gives us a chance to reconnect to summer friends and family, it also causes a shift in the way we navigate the island. Year- rounders suddenly have to look twice before backing out of their driveway or making a turn. The roads feel clogged! For vacationers and summer residents, however, the roads feel deserted. Because that difference in perspective can sometimes result in dangerous conditions, here are a few road-safety tips and gentle reminders. Bike riders should wear properly fitted helmets (a must for those under 16) and bright clothing that can’t get stuck in the gears, and their bikes should be checked frequently to make sure they are in tip-top shape. Equally important is that the rules of the road still apply to a place with as few roads and people as Chebeague. In general, Maine law requires you to ride as far to the right as possible, ride with traffic, yield to pedestrians, and obey motor-vehicle traffic laws. In the context of our small town, it also means being considerate and thoughtful of those who share the road with you. Don’t forget they are your neighbors. There are several dangerous blind curves on the island, including one on John Small Road just above the boatyard, one toward the end of Cottage Road in front of the Glass’ house, and one at the curve on South Road just beyond the intersection with Schoolhouse Road. Especially in these places, riders, walkers, and drivers alike should all use particular caution. The first rule is to slow down and keep as far to the side of the road as you can. The second is to be aware that on the other side of that curve, there may be people walking their dogs or chatting with friends, a bevy of bicyclists, or two pickups filled with kids in the back. Whether you are a bicyclist, driver, or pedestrian, please remember that you are sharing the roads with everyone else. Be a thoughtful user. Don’t ride five abreast when a car is coming. Don’t exceed the 30 mph speed limit—start your trip to the boat a few minutes earlier. Don’t begin your family reunion at the top of the ramp on the Stone Wharf. Don’t take up three spaces in the parking lot or block another driver in. Don’t assume a driver can see you when you are zipping around on your bike. Don’t let your young child operate a golf cart on town roads. And, most important, don’t forget to enjoy your summer! Swee’pea Vintage Signs Order your custom chalk painted and framed wooden sign for your home or cottage. Interior or exterior signs available. Great gift for new home owners, weddings and as a baby gift!

Marty’s Memories: Fourth of July by Marty Trower

Some beautiful traditions just don’t change. Babies are born and are carried in arms to watch the parade. Before you know it, they will be riding their bikes with streamers on them behind the fire truck and helping their fathers and grandfathers put together a float to tie in with the theme of the parade. Everyone has their special place to gather and watch the spectacle stream by. The people on the floats throw candy to the onlookers. We, adults and children, scramble to scoop up the hard candy and Tootsie Rolls. Dogs held at the leash howl along with the siren. Summer people have arrived, and everyone catches up with winter news. I rarely miss the mustering at the top of the hill where the Inn sits. There were a few parades though I would have liked to have missed: the “Year of the Baby” theme parade, for instance. My father had started a gang of older folks who rode mopeds together around the island. There were quite a few of them—Cynnie, Bob Estabrook, Nicki Wheldon. That year, they wore diapers over their shorts to fit in with the theme. Not my father. To be authentic, I suppose, he didn’t bother with the shorts. He rode proud and beaming and waving at the head of his troupe, looking as close to a happy baby as you could imagine. So embarrassing!

One Man’s Island by Bob Libby

Independence Day on Chebeague is the most exuberant of holidays. Barges loaded with visiting cars bring all the toys associated with modern recreational celebration, and the Islander , meeting double buses for days, arrives loaded with freight. Standing on the wharf at Cousins, we tease newbies to the island that if the deckhands can’t fit all the gear aboard, they just toss it over the side. And who does not love the fireworks? Placed here in the inner stretch of Casco Bay, we can enjoy fireworks displays from Portland to Bailey Island as well as private shows that seem more elaborate every year. For many years we have enjoyed watching the Portland harbor fireworks from the Cottage Road, and many watch from their boats off Peaks Island. I will never forget the Fourth of July a few years ago when the flashing fireworks of Portland’s show illuminated the sky and then were outperformed by a hellacious lightning show as a storm rolled overhead.

down the hill from the Inn and marveled at the creativity of the float makers. What a great tradition: the marching clowns from Hillside, antique cars, fire engines. What it lacks in length is made up for with generous good cheer. Many years ago, Paula and I were entrusted with the games at the picnic behind the school. We had the tug o’ war between the fishermen and firemen, six-man races on the long boards we brought from Thick & Thin Lumber, the ugly leg contest won by Jonathan because Banu was the judge, and the crab races with crabs supplied by Brother Ross that ended with trauma when one of the young handlers was pinched by a belligerent crab. All ended happily, as everyone was awarded a medal and we moved on to the traditional cookouts and lobster bakes all over the island. We played horseshoes, badminton, and volleyball until we dropped in sunburned exhaustion. Nowadays, July is loaded with quality events: music, poetry, Whalers concerts, and sailing races. It is a cherished summer month and one whose memories we will reflect on as the days grow short.

Of course, the Great Chebeague parade is a highlight for many of us, and we’ve now watched three generations come

is blocked by other people. 6. On the ferry, stay with your party throughout the trip. As our regular passengers know, the ticket collection process can be very time consuming during the summer— often resulting in delays in docking. It is important your group stays together until the fares are paid. 7. Keep dogs on leashes and off seats. We have lots of animals riding our fer- ry so it is very important that they be under total control of their master. In consideration of other passengers, please do not put pets directly on our bus or ferry seats. 8. Keep your children with you during the ferry rid e. We want to minimize the changes of falling overboard, falling on the ferry, and crushing fingers when landing! Also, do not sit children on the bow of the boat. 9. Don’t bring containers of propane or gasoline on the bus or ferry. Federal regulations prohibit transpor- tation of these fuels. 10. Always follow instructions from the bus and boat crew . Your safety is their Number One prior- ity. Our crew will do their best to in- form you of the most practical and saf- est way to travel on our buses and fer- ry. SAFE TRAVELS!

Summer is here and we would like to re- mind our passengers of some simple things you can do to help the crew, other passen- gers, and yourself on the trip to the island. 1. Arrive early The bus and boat are on a schedule and loading and unloading freight and passengers during the summer can cause delays when last minute passen- gers arrive. 2. Count and label your freight Our lost and found items grow signifi- cantly in the summer. Grocery bags sometimes end up in someone else’s vehicle. The easiest way to make sure you have everything is to label and count your freight . 3. Limit your freight at Route One Space is limited for freight on the bus- es. If you have furniture or other large items, please deliver them to the wharf yourself and then return to Route One to take the bus. 4. Help reduce vehicle congestion on the Cousins Island wharf. CTC will provide more carts at the Blanchard lot for transporting freight with the hope more passengers will be able to avoid driving down to the wharf. 5. Keep a clear path for passengers at both wharves . If you are going to greet someone on the wharf, please move out of the way of passengers trying to get on or off the ferry. There are often “traffic jams” on the wharves because the path

We prac- ticed separating the barge and Dovekie, donning survival suits, and a real “man overboard” exercise. (Thanks to Amanda for being the victim). THANK YOU

Dear Neighbors, Late one Friday afternoon at the end of May, I found myself accidentally locked out of the house as I arrived home from the 6:00 p.m. ferry with my friend, Kathleen, and her granddaughter. Never fear, I soon realized. Our own mini “rescue squad” found a solution, and we made it safely inside before dark fell. Many thanks to Bob and Paula Libby, Ralph Munroe and his cousin Todd, as well as Kim Boehm, who takes cares of things electrical at the house. As Bob told me, as he drove me to the house, this sense of community support is the essence of Chebeague. He sure was right. I will continue to rely on this network in the coming years, as my three sons and their families and I hope to remain a part of island life. This is our second home. Fondly, Mary Ann Hales HEARTFELT THANKS Dear Folks, After nearly a month in the hospital, it is good to be back home again, breathing in good Chebeague air, which is guaranteed to cure what ails you. At this time, I would like to express my gratitude to Ester Knight for alerting the rescue team that I was in big trouble, as well as the rescue team and boat crew, all of whom thankfully responded promptly. It was a scary time, but with the love and prayers from you all, I have made it home intact. Now, with the tender loving care of Laura and David, life Thank You from the Family of Victoria Smith (Grammy Toe) The family of Victoria Smith (Grammy Toe) thanks you all for the outpouring of love and comfort bestowed upon Toe and all of us. Special thanks to the Island Commons Resource Center, the Ladies of the Commons, Ginny Ballard, the Chebeague Island Rescue, and Hospice of Southern Maine (all of whom contributed to Victoria’s ability to “age in place,” which provided her with peace of mind when it mattered most); to the Chebeague Island United Methodist Church, which enriched Toe’s faith for decades, and Pastor Melissa Yosua-Davis, who honored Toe’s life with visits, and a wonderful, loving celebration. We so appreciate everyone’s heartfelt contributions— the lovely cards, words of warmth, offers of support, and countless acts of kindness. Thank you, one and all, for honoring our mother’s/grandmother’s/great- grandmother’s life on Chebeague. will soon be back to normal. Thanks so much, everyone. Fran Calder
